MOST S E C R E T EXCLUSIVE FOR COMMANDER GSFG
SUBJECT KGB & GRU ACTIVITIES IN SUPPORT OF ZAPAD-85. 1. SPETNATZ AND KGB CELL OPERATIONS ARE IN PLACE TO RENDER THE MAJOR NATO HEADQUARTERS INOPERATIVE FOR 48 HRS. THIS IS THROUGH A COMBINATION OF ATTACKS AGAINST POWER AND COMMUNICATIONS FACILITIES AND OTHER RELATED TARGETS. 2. REMOVAL OF MEMBERS OF NATO HIGH COMMAND REMAINS AN ATTRACTIVE OPTION BUT AT PRESENT, WITH THE EXCEPTION OF A CELL IN BRUSSELS WE DO NOT HAVE ANY ASSETS IN POSITION FOR DIRECT ACTION AGAINST MILITARY COMMANDS AT THE TACTICAL LEVEL. 3. WE HAVE A PLAN FOR TRANSMISSION ON WEST GERMAN CIVIL RADIO FREQUENCIES REGARDING PROTECTION OF CIVILIANS MOVING ON AUTOBAHNS WHICH WILL HAVE A TWO FOLD EFFECT, FIRSTLY THAT NATO MOBILITY ON THE ROAD NETWORK TO THE REAR OF THE COMBAT AREA WILL BE HAMPERED AND SECONDLY OUR USE OF THE MINOR ROAD NETWORK SHOULD BE UNIMPEDED, NOT THAT WE EXPECTED TO BE SYMPATHETIC TO REFUGEE TRAFFIC. 4. THE AUTHORITY TO TRANSMIT SUCH MESSAGES IS DELEGATED TO YOU HOWEVER, OUR MASKIROVA SEES THIS AS A DEFENSIVE WAR AND IT WOULD NOT SERVE OUR POLITICAL AIM TO BROADCAST SUCH A MESSAGE BEFORE YOU HAVE BEGUN COMBAT OPERATIONS AGAINST NATO FORCES.

SUMMARY OF WARSAW PACT OPERATIONS ORDER
PREPARED BY CHIEF OF OPERATIONS, GSFG, ZOSSEN, 1 AUGUST 1985
1. GROUND SUMMARY. Invasion from a standing start from barrack locations is not practicable. Some precautionary preparation on the part of NATO has already been observed. The commencement of REFORGER for the US III, V and VII Corps has begun and the forward deployment of I NL and I BE CORPS is imminent. NORTHAG continues to offer the most attractive point of decisive entry because of a lack of reserves to fight the battle in depth. Our deception plan give the indication that we will be ready to commence operations at D+9/10 and as such it is believed that NATO will be unprepared.
2. EXECUTION.
D – 1 The offensive will begin with the desant operations by airborne forces seizing crossings over the R WESER as well as capturing an Airhead at BREMEN (2 GTA SECTOR)
D Day will see the following: Operations against AFNORTH will be conducted by LENINGRAD MVD
In our North 2 Motor Rifle Divisions with 1 POLISH Division will advance into Schleswig-Holstein.
2 GUARDS TANK ARMY with 2 POLISH formations will attack on the Axis BUCKHOLZ – BREMEN
3 COMBINED ARMS ARMY will attack South of 2 GTA
8 GUARDS TANK ARMY South Objective Frankfurt
1 GUARDS TANK ARMY South of 8 GTA objective Nurnberg
20 GUARDS COMBINED ARMS ARMY will be the 2nd Echelon Force for 2GTA and 3 SA
In the South 3 Divisions from the Central Group of Forces will advance into Austria and then either South into Italy or North into CENTAG.
D + 1 Objectives: Against NORTHAG:
Reach the DORTMUND – EMS CANAL Make good all crossings over the R WESER, N of MINDEN
Against CENTAG
Secure GIESSEN in order to develop an attack on the Frankfurt-Mainz complex
D + 2 Objectives Secure main portion of the Netherlands Hilversum radio and TV complex to be seized intact
3 CAA axis will then swing N to S along the W bank of the R RHINE
D + 6 Objectives Operations against AFNORTH completed
All of the Netherlands N of the R WAAL is to be occupied 20 GCAA to be in a position to sweep N to S into CENTAG rear area
D + 7 Operations against CENTAG Rear
D + 8 NATO will accept cease fire
AIR SUPPORT. Allocation of tactical air support and recce is retained by GSFG. It is expected that 12 air missions will be allocated to each Army.
CHEMICAL WEAPONS. The use of chemical weaponry at this stage is restricted to Non Persistent agents. Authority for use is delegated down to Army Control
NUCLEAR ARSENAL. At this stage Nuclear weapon control has not been delegated to Frontal command.
SUPPLEMENTAL INFORMATION REGARDING YOUR OPERATIONAL PLANNING.
DUE TO 8GTA PRIMACY ON ROADS IN THE SOUTH, SHOULD ELEMENTS OF 3 SCAA, 20GCAA or 5 GTA WISH TO ENTER THE SOUTHERN MAP EDGE THEY WILL SUFFER A DELAY OF 12 HOURS BEFORE BEING ABLE TO ENTER THE OPERATIONAL AREA.
THIS MAY BE OF BENEFIT TO 20T AND 5 GTA BUT IT IS VITAL THAT NATO DEPLOYMENT PREPARATIONS ARE GIVEN LITTLE CHANCE TO CHANGE OUR PLANS.

PRIORITY 031200Z AUGUST 1985 FROM GSFG ZOSSEN TO ALL ARMY COMMANDERS S E C R E T 1. AT 1200Z HRS TODAY, THE E GERMAN BORDER GUARD SERVICE WAS ORDERED TO PREPARED CROSSING POINTS THROUGH THE IGB DEFENCES, IT IS VIEWED AS EXTREMELY LIKELY THAT NATO RECCE SCREEN HAS OBSERVED THIS ACTIVITIY AND THAT NATO WILL NOW BE WARNED OF OUR IMMINENT INTENT. THE NATO MILITARY SPIES AT THE MILITARY MISSION WILL BE DETAINED AS SOON AS THEY ATTEMPT TO INVESTIGATE OUR PREPARATIONS. THIS WILL ENSURE WE HAVE A FULL 12 HOURS TO COMPLETE OUR FINAL OFFENSIVE PREPARATIONS.
2. NATO PREPARATIONS ARE NO WHERE NEAR COMPLETE AND LESS THAN ONE QUARTER OF THE ANTICIPATED REFORGER FLIGHTS HAVE LANDED PERSONNEL TO MARRY UP WITH THEIR EQUIPMENT SETS. WE HAVE OBSERVED NO MOVEMENT OF EITHER THE DUTCH OR BELGIAN UNITS FROM THEIR OWN COUNTRIES AND IT IS ANTICIPATED THAT WE HAVE 72 HOURS BEFORE NATO DEFENCE CAN BECOME COHESIVE. IT IS THE RIGHT TIME TO BEGIN OUR OFFENSIVE. IT IS EXPECTED THAT THE RESISTANCE FROM THE BRITISH AND GERMAN FORMATIONS IN THE NORTH CAN BE EASILY SWEPT ASIDE. AGAINST CENTAG YOU HAVE A HARD FIGHT BUT THE RESULTS ARE EXPECTED OF YOU ALL
3. ALL ARMY COMMANDERS ARE TO EXECUTE THE ORDERS REHEARSED UNDER THE CODENAME ZAPAD-85 FROM 040200Z AUGUST.
4. 16 AIR ARMY WILL CONDUCT A PRE EMPTIVE STRIKE AGAINST NATO PERMANENT BASES, EW SITES, AIRFIELDS AND HQ LOCATIONS AT 040100Z AUGUST 5. IT IS OUR INTENT TO BE ON THE R WESER NLT 6 AUGUST. 6. GOOD HUNTING

"It has long been clear that the new Nazis are set on the reunification of Germany by force and the subsequent domination of Europe as an early step to world supremacy. The policy of "Forward Defence", which is self-evident military nonsense if it does not mean action by the FRG east of the Demarcation Line, has never been more than a thin cloak for the firm intention to invade the GDR as a first move toward the dismemberment of the Warsaw Pact and the destruction of the USSR.
The change of name from Forward Defence to Frontal Defence has done nothing to disguise the nakedness of an essentially aggressive policy. Plans for the invasion are now, in total authenticity, in Soviet hands, and their authors will in time be brought to justice. Meanwhile, it has become abundantly clear that there is no time to lose in cutting out the Nazi canker. Otherwise all hope will vanish of a lasting peace in Europe.
The loyal and peace-loving forces of the Warsaw Pact will be taking part in an action destined to bring stability to a country too-long divided by a bitter peace between two power blocs, uneccesarily opposed to one another, and which also has divided Western Europe from it's fraternal brothers and sisters in the capitalist exploitation-free east. The defensive action about to take place is to suppress the true source of disturbance to world peace. This necessitates the occupation and neutralisation of West Germany but no more than that, except for other action as military security demands.
The integrity of French territory will be especially respected, and the French government is urged to allow it's military forces no part in resisting those of the Warsaw Pact. The governments of Belgium and the Netherlands are asked to consult their respective consciences and permit no resistance to Soviet troops in the act of carrying out their duty. It is very much hoped that the United Kingdom will see the folly of supporting it's old enemies against it's former allies, and above all that the United States will recognise the dangers on the one hand from Nazi adventurism and the hopes for an enduring peace cherished in the Soviet Union on the other.
The Soviet Union sees at present no need to make use of it's very powerful armoury of nuclear weapons in the prophylactic action soon to go forward. Any use of radiation of a weapon of war, however, either against the troops of the Warsaw Pact or against their homelands, from whatever source, will result in the abandonment by the Soviet Union of all restraints in the use of nuclear weapons and full-scale counter-attack to any depth found necessary. The cities of the NATO countries will face in that event a dreadful end.".
